Public bug reported:

When using my webcam (in my case a Microsoft LifeCam HD 3000, but I
heard that other webcams from a variety of manufacturers had the same
problem) with for instance skype or cheese while Google Chrome is
simultaneously open, the webcam blinks and freezes. In skype, switching
webcam off and then on again solves it temporarily but then the crashes
become more frequent and then it just won't work at all.

This fix solved the problem, but broke flash in chrome instead:

"If it starts blinking when you access flash in Google Chrome, it might
be caused by a bug in their Pepper-based Flashplayer. To fix it, go to
about:plugins in Chrome, click +Details to expand all items, then
disable the plugin /opt/google/chrome/PepperFlash/libpepflashplayer.so.
Leave the regular libflashplayer.so plugin enabled, or install it if you
need to. Should stop the blinking."

reason/184776#184776)

After this fix fullscreen youtube videos were chopped when played,
whereas they were OK again when I re-enabled the plugin.

So apparently, both things, Chrome (or rather the pepper plugin in
Chrome) and a functioning webcam cannot coexist at the same time.
