I have the same issue when attempting to pay with my card. The URL I see
is not for Chase, it's different:

"Unable to load page"
"Problem occurred while loading the URL 
https://www.securesuite.net/elan/tdsecure/pa.jsp?partner=724260&VAA=B";
"SSL handshake failed"

Might this be related to 3rd party bank verification processes? Such as
when an online purchase is made, should the Ubuntu Software Center be
displaying a page to us that lets us confirm the charge is valid?

Additionally, when I select the PayPal option, the lower card entry
field collapses to just the PayPal header without any login screen. If I
press Review Order at this point, I get a greyed screen. It looks as if
a dialogue box should appear, but nothing happens even after waiting
more than a minute. The loading icon stops right after displaying the
grey screen.

Running Ubuntu 12.04 64-bit, with no proxies set (and set to systemwide,
as advised in other threads).

I've also tried the nightly build to see if it makes a difference. Same
result.
