Public bug reported:
I have a large primary monitor and a smaller secondary monitor. When I
want to maximize a window on the secondary monitor, I drag it to the top
of the screen. This fails when the window is larger than the secondary
monitor - the window is maxmized on the primary monitor, instead.
I can live with Unity moving large features to large monitors when
maximized, but only when the maximize button is used, and not when I
drag it explicitly to the top of a screen.
Workaround: Restore the window (if maximized), resize it to make it
small enaugh, and then drag it to the top of the secondary monitor.
Takes much more time than a simple drag from primary screen to secondary
screen.
