The log for the container seems to show reasonable ordering for the events. It also shows:
cloud-init-nonet waiting 120 seconds for a network device. cloud-init-nonet gave up waiting for a network device. <6>init: cloud-init-nonet main process (31) exited normally <6>init: cloud-init-nonet goal changed from start to stop <6>init: cloud-init-nonet state changed from running to stopping <6>init: Handling stopping event However, this is a container so AFAICS there *isn't* a network interface to be brought up.
