Public bug reported:

Binary package hint: gnome-panel

It would appear that if an application exits abnormally, and without the
opportunity to cleanup its resources like notification area icons, the
panel will just display the dead icon unrepainted. A 500 ms timer that
queries each icon's process to see if it is still alive would do the
trick.
