I to have the same issue. I have installed Ubuntu 12.10 beta 1 on 3 computers and get this issue. It only seems to work if libreoffice is opened and then a document is opened in to it.
If multiple UI's are installed like Lubuntu desktop, the libreoffice menu does not appear at all. The only solution until this bug is fixed is to remove the the following: sudo apt-get remove libreoffice-gtk This will allow you to run libre office still, but it then looks like its running in windows xp mode which is kind of odd, but it functions very well and doesn't look to bad.
