The same case was reported upstream at 
http://bugs.kde.org/show_bug.cgi?id=142140 .
I quote from there: "That file is not a pdf file, PDF files must end with %%EOF 
and this one ends with %%EO, once corrected the file works correctly".

So I would say, your bank has a bug in the code which generates these
"PDF" files. The last character is missing.

BTW, the same happens with Evince, the default PDF reader from Gnome, it
doesn't open this invalid PDF file too.
