The same case was reported upstream at http://bugs.kde.org/show_bug.cgi?id=142140 . I quote from there: "That file is not a pdf file, PDF files must end with %%EOF and this one ends with %%EO, once corrected the file works correctly".
So I would say, your bank has a bug in the code which generates these "PDF" files. The last character is missing.
