It was not fixed in Oneiric unfortunately, but it is ready to land now

This is a much requested change, giving the user the ability to
configure their Launcher icons as they please. For example this change
would enable a user to place their workspace switcher launcher iconat
the top of their launcher if they so choose. This functionality has
been requested by many, many, many users since we originally launched
Unity.
