Actually this is not a "bug", but rather a feature :-). If you add
another user to group bugtest, group bugtest will not be deleted, when
you run userdel bugtest again.
What is "better" depends on a person and we can start just another
flamewar. :)
Any suggestions?

deluser --system deletes group with same name as user even if user is not in
this group !
