First off, that may look ugly, but it's still readable (even if not as
well as with a darker wallpaper).
For at least two releases people have kept bugging me (and also
submitting bugreports about it) to remove the bubble around the desktop
icons' label. Now I get bugreports in the other direction :(
Anyway, there's a simple solution for everyone: use a different theme.
We provide four well-enough working ones by default, only Greybird has
the transparent label-bubbles (if you really must use a white wallpaper,
which is the utmost extreme case for label-readability).
So to me this is a Won't Fix.
