the problem is that the rt2500pci module is not included. The installed
modules are rt2x00lib rt2x00pci and rt2x00usb, but not the card specific
module (in my case rt2500pci).
As I mentioned in a duplicate of this bug, the latest CVS snapshot (or
git) from rt2x00 works for me if I compile it myself, but there are
additional kernel modules that are not included in the ubuntu-modules
package:

/lib/modules/2.6.22-7-generic/rt2x00/eeprom_93cx6.ko rt2500usb.ko
rt2x00usb.ko
rt2400pci.ko rt2x00lib.ko rt61pci.ko
rt2500pci.ko rt2x00pci.ko rt73usb.ko
only the middle 3 are in the ubuntu modules.
