I think I discovered what caused the problem. There were apparently two instances of the Task Manager running simultaneously. After I inadvertently killed one of them, I realized that the task bar was now behaving right. Just how it happened that two instances of the Task Manager were running, I don't know, but that state persisted over many reboots.
