Public bug reported:
Sometimes, the Launcher draws tooltips incorrectly, as a single
horizontal line. This seems to happen when the launcher icon is first
moused-over; leaving that icon for another and then returning gets a
correctly-drawn tooltip. Making the Launcher change (that is: having it
unfold and scroll) seems to "reset" the Launcher to doing it wrong
again. See attached video.
