Can you adjust /etc/ufw/ufw.conf to have:
ENABLED=yes
Then give the output of this command:
$ sudo /lib/ufw/ufw-init stop ; sudo /lib/ufw/ufw-init start
** Visibility changed to: Public
** This bug is no longer flagged as a security vulnerability
** Changed in: ufw (Ubuntu)
Status: New => Incomplete
