Very simple to get here:

1: Get Ubuntu 12.10.
2: Resize a window by grabbing the BOTTOM edge and drag it to the BOTTOM of the 
screen
3: Window is INFURIATINGLY now vertically maximized
4: DISABLE obnoxious "Grid" plugin in compiz & make note to punch plugin author 
in face should you ever meet him in person
5: Resize a window by grabbing the BOTTOM edge and drag it to the BOTTOM of the 
screen
6: Window is *AGAIN* now vertically maximized
7: Restart for good measure
8: Resize a window by grabbing the BOTTOM edge and drag it to the BOTTOM of the 
screen
9: You guessed it... window is YET AGAIN now vertically maximized
10: File bug report
