I'm running into the same issue with the quantal versions of transcode.
I'm working my way back from dvdrip as with the OP.
Basically, transcode seems to be fine up until the point when it gets to
tcdecode and then it seems to forget that it can handle MPEG2
information. Seems to be a build type issue with how the package is
built. Specifically, the configure option of --enable-libmpeg2convert
in addition to the --enable-libmpeg2 option that is already specified.
I was able to get mfisch in the #ubuntu-devel channel to rebuild
transcode with the --enable-libmpeg2convert flag added to debian/rules.
I then installed this updated version and it seems to fix the issue at
hand. I will attach a diff.
