I wouldn't expect the cypress driver to cause this problem, although that's always possible. But for now I'd like to explore the power draw issue in isolation so that there's no ambiguity about whether or not that's causing the issues.
If you can't get a powered hub right away, something else that might help is switching around which devices are connected to the hub. If you'll attach verbose output from lsusb (run "lsusb -vv > lsusb-vv.txt" and attach lsusb-vv.txt) I can look at your devices and tell you which ones should be okay to be connected to the bus-powered hub. Without looking I'd say that the keyboard and mouse should be fine to connect to the hub and the webcam probably is not.
