This isn't a Unity 2d issue. Infact I found Unity 2d appears not to contain the bug.
It's a Unity Issue non-2d. Didn't realize there were two distinct Unity window managers when I wrote the bug and I didn't know what to attach the bug report too. Is it possible to point this bug to Unity instead of Unity-2d.
