Public bug reported:

When I start my USB hard-drive (using the power switch on it) while it
is connected to the computer, it is only recognized as "full-speed".
(dmesg1.log)


But when I disconnect it, start it, wait a second and then connect is to the 
computer it is properly recognized as "high-speed" device. (dmesg2.log)
