Closing as invalid. The premise of this bug report is that the symlink
without the interface number is always associated with the last
interface, which isn't correct. According to the udev man page, the
device that gets the interfaceless symlink is undefined because
link_priority isn't set. I have filed bug #1057824 about assigning
link_priority values so that the interfaceless symlink consistently
points to the interface 0 device.
