Please sync rygel 0.16.0-1 (universe) from Debian experimental (main)

Explanation of FeatureFreeze exception:
Rygel 0.16 followed the GNOME 3.6 release cycle.
Rygel 0.14 doesn't build in Quantal and I think it may take some significant
patching for it to build. Rygel 0.14 was targeted at vala-0.14 which isn't
in Quantal any more. Rygel 0.16 builds fine for me.

I haven't actually tested running Rygel as it's a media server and
I don't know how to use it. It has no rdepends.

   * Drop patch from upstream which was added in previous version.
