First of all, there was no kde-gtk-config in Ubuntu Precise. This
package was firstly added in Ubuntu Quantal. Another package (kcm-gtk)
was in Ubuntu Precise instead.

There were no such options in kcm-gtk 2:0.5.3-1ubuntu3. They are new and
they use default values at first launch.

Did you have the same ~/.gtkrc-2.0-kde4 and ~/.gtkrc-2.0 files before
update? (See LP: #1051630)

> Icon theme is not selected

At least this will be solved when kde-gtk-config 3:2.1-1ubuntu1 is
uploaded. (See LP: #1047387)
