Im experiencing this issue at the following URL:

 http://www.techradar.com/

 I am accessing it from the UK (it is a UK floating advert about the
national lottery that appears to be causing the symptom).

On sub pages within the website, I don't experience the symptom but they
are non floating: the body of the website scrolls without the advert. On
the Home page, the advert scrolls with the body but tries to float to
the top portion of the screen. It is on this page that the scroll lag
occurs.

I am using Firefox 15.0.1.
Ubuntu 12.04 with unity desktop
ATI Radeon 6800 driver version amd-driver-installer-12-8-x86.x86_64

Workaround attempted: Tried disabling ALL firefox addons - symptom still 
persistant
Tried Firefox on Windows with the same addons and same hardware - Symptom NOT 
present.
