I see this in 12.10 with apport 2.6.1-0ubuntu1. When an app crashes, apport-gtk puts up a dialog titled, "Unable to start web browser" with a message like "Unable to start web browser to open https://bugs.launchpad.net/ubuntu/......";
Despite the dialog, the browser does open and displays the bug report page. This is a recent regression on my system; it was functioning properly around 12.10 beta 1.
