The problematic file is
/usr/share/doc/w3-recs/html/www.w3.org/TR/1999/REC-xslt-19991116/index.html.
All the internal links in this file are defined this way:
<a href="REC-xslt-19991116.html#section-Introduction">...
instead of just:
<a href="#section-Introduction">...
This makes the links non functional in the browser.
