Under Unity, this does indeed work. I agree with you that this needs to be pointed to / configurable from within Shotwell, as it wouldn't be obvious to many users that a Facebook account is a system-wide setting. So as you have done I agree with keeping the bug open for that reason.
I personally really dislike the design decision to integrate an application so closely with a specific desktop environment. I use Xfce because I can't stand Unity (or GNOME 3), so I am unable to use this feature of Shotwell, which means I'll need to find some other photo management application. That's out of the scope of this bug report, so I'll open another with that issue.
