This also happened to me, during upgrading to Gutsy: somehow my locale
de_DE.utf8 got lost and I had to run "locale-gen" to make them available again.
The broken locale setup seems to be the cause for this crash in apt-listchanges.
I have reported it upstream at Debian and will update this bug, when I
get the bug number.
