Hello Raul, thanks for taking the time to file a bug report.
It would appear that you have removed the entire apache configuration.
The packaging system will not automatically restore these files, because
removing it is the same as changing it (its something you did on
purpose).
If you want to restore them, I would suggest making a full system
backup, and then doing
sudo apt-get purge apache2.2-common
And then try the installation again.
