As long as avahi-daemon is coupled with strace it behaves absolutely correct. I can restart CUPS as often as I want and avahi-daemon does not spin up. After that, independent whether I leave strace attached or not, avahi-daemon continues behaving normally. Only if I restart CUPS while strace is not cuppled to avahi-daemon, avahi-daemon spins up.
