As long as avahi-daemon is coupled with strace it behaves absolutely
correct. I can restart CUPS as often as I want and avahi-daemon does not
spin up. After that, independent whether I leave strace attached or not,
avahi-daemon continues behaving normally. Only if I restart CUPS while
strace is not cuppled to avahi-daemon, avahi-daemon spins up.

The problem seems to have started with CUPS 1.6.x which ships Avahi-
based Bonjour support from upstream in contrary to CUPS 1.5.3 which uses
a patch from Tim Waugh to implement Avahi-based Bonjour support.
