OK, the draft release notes are on a wiki page.  I added a "Networking"

While I agree that people who decline to use resolvconf are, in
principle, on their own if their absent or static resolv.conf file is
obsoleted by a change made elsewhere, I'd like to point out that linking
/etc/resolv.conf to ../run/resolvconf/resolv.conf is something we ask
permission for via debconf, and, so far as I know, we don't say that
only an affirmative answer is supported. Beyond this I think we need to
show a bit of mercy to admins who do dumb things and give them a clue
about what it is they need to fix.  :)
