Public bug reported:

Varing sized windows show different amounts of tiles.  The tiles should
all be full if the more option is to make any sense.  IE why do I need
more if it hasn't filled the tiles I can see.

1080p gives 8 tile width at the top and and 9 lower down.

My recommendation would be to take the amount of tiles on the largest
possible display like a retina and setting the maximum amount of apps to
be displayed.
