The mainline 3.6 kernel:

…does not fix this bug. The symptoms are identical. I attach a new dmesg
with log data from when I turn on the enclosure (  171.722016 to
207.065893) and then turn it off (218.877500 to 219.598771).

Extra information: the PCI ID 0x197b:0x0325 seems to correspond to the
device's JMicron JMB321 chip
(http://www.jmicron.com/Product_JMB321.htm). The log output indicates
"15 ports", but the device has only 4 bays for SATA drives. The JMB321
specs indicate the chip has 15 "GPIOs".
