I think Wim is referring to the static items in the menus (such as
Bookmarks->Show All Bookmarks), not the dynamic content. And, as
mentioned, mnemonic keys are defined for the other submenus - he is not
expecting the first letter to work, but to have a mnemonic specifically
defined for each static submenu.
