The URL is taken from the .disk/release_notes_url from the ISO image.
Then language is substituted into it.
Currently (and have been for the whole cycle) the URLs redirect to ubuntu.com
homepage for 12.10 version.
Changing the version to 12.04 redirects to the correct release notes.
You can test the current URL:
http://www.ubuntu.com/getubuntu/releasenotes?os=ubuntu&ver=12.10&lang=en
If it is time to make the link work, please contact the ubuntu website
team to add a new symlink.
