Could you please plug the USB phone in, unplug all other USB devices, execute 
the following in a terminal, and post the results to this report:
lsusb

If the device does not show in Quantal, please perform the above from a
Precise environment.

As well, could you please test the newest mainline kernel
http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.6.2-quantal/ following
https://wiki.ubuntu.com/Kernel/MainlineBuilds ?
