VLC fetching is just more thorough in newer version. Being slower is thus not really a bug. Of course, VLC should not fetch everything as it does, but that is not a regression from Ubuntu 11.10. It has been like that ever since VLC has had UPnP.
Note that VideoLAN has put up a bounty to fix this issue since then. But still nobody took it up.
