This is triggered by a CD image build bug. On the other hand, it's
still a ubiquity bug - we should be showing different text if
release_notes_url is unset.

when /cdrom/.disk/release_notes_url is missing ubiquity shows
"installer update" even if there is no update pending. Should show
nothing instead.
