Public bug reported:

When viewing an arj archive, mc apparently tries to invoke unarj even
when arj is installed and this leads to an error message (unarj: not
found). This bug is very easy to reproduce: just create a dummy arj
archive with arj a whatever.arj whatever.file then launch mc, select the
arj file and press F3. In fact unarj is not available in the
repositories and mc completely ignores arj (neither does it suggest to
install it, nor does it make use of it when arj is installed).

mc should use arj and display the file's content normally. The same
operation works perfectly fine with a zoo archive for instance.

This problem is also present in Lucid 10.04.4 amd64 and and in Debian
squeeze (I just burnt debian-live-6.0.5-amd64-standard.iso on a CD).
Interestingly it was filed several years ago on Debian's bug tracker, a
patch was provided and the issue is marked as fixed but for some reason
