OK, I added this
#sort of workaround
/usr/sbin/invoke-rc.d multipath-tools stop
/sbin/multipath -F
to stop section in open-iscsi
and
/sbin/multipath -F
to multipath-tools after daemon stop.
tested on one of two servers, reboot is OK :-)
