Public bug reported:

When Impress is opened by clicking a PowerPoint file in the Dash, the
application correctly starts with the file open, but there are no menus.
Closing and repeating does not help.

Workaround: Open Libreoffice Writer and leave it open.  Then repeat
(click the PowerPoint file in the Dash) and Impress correctly starts up
with its menu.
