I don't think I can't add anything insightful here, but I experienced
this in my first login after installing Ubuntu 12.04.1 i386 with the
alternate-installer CD image.   During the install, I'd selected English
as my language as well as a US English keyboard (the default choice).

Clicking on the "Run this action now" on the popup dialog (same one that
warren submitted), pulled up the Language Support dialog, in which
English (United States) and English were both available.    Further, the
"Install / Remove Languages..." dialog had English indicated as
installed -- so there did not appear to be meaningful changes to make as
I wasn't interested in other languages.
