Possibly. But maybe drafting a blueprint, with a whiteboard and specific
work items, would be even better. The natural person to approve it would
be Robert Ancell, the author of lightdm.

A couple of years ago I filed bug #667089, and comment #3 in that bug
report lists a few other guest session related bugs.

https://help.ubuntu.com/community/CustomizeGuestSession are really easy
to use. ;-) But seriously I agree that much of it - and probably other
stuff as well - should be there by default.
