As a workaround, I put the following in /etc/network/if-up.d/sysctl:

sysctl -w net/ipv6/conf/$IFACE/accept_ra=1 
sysctl -w net/ipv6/conf/$IFACE/autoconf=0

...This seems to fix it, but it seems to be a hackish fix.
