I have the same problem with my AMD Phenom II X6 1045T on Ubuntu 13.04
dev (64 bit) which should boost from 2.7 GHz to 3.2 GHz.

My BIOS is showing correctly 3.2 GHz as the maximum frequenzy and if I
disable Cool' n' Quiet my frequenzy will be constantly 2705.104 MHz for
all cores in /proc/cpuinfo without boosting to 3.2 GHz if a core is
using 100% of cpu time.
