Confirmed in 0.0.18-0ubuntu1 of gnome-control-center-signon on upgrade from Precise to Quantal.
Settings / Online Accounts started by empathy automatically. Click Google, and all mouse movement is okay. Use mouse to focus "Email" username field. Mouse movement is still okay. Type a single symbol into the email field, and thereafter, any mouse movement or button press (but NOT scroll event) causes the UI to flip back to the list of kinds of accounts you are to choose among.
