I looked into this bug a little bit thinking that it would be very easy
to fix, but it seems to be a little bit more in depth than changing the
order the tabs are listed in for the VPN connection.

There are several other connection types whose tabs are also out of order.
Wireless
        Add -> Wireless, Wireless Security, IPv4 Settings, IPv6 Settings
        Edit -> Wireless, IPv4 Settings, IPv6 Settings, Wireless Security

Mobile Broadband
        Add -> Mobile Broadband, PPP Settings, IPv4 Settings
        Edit -> IPv4 Settings, Mobile Broadband, PPP Settings

VPN
        Add -> VPN, IPv4 Settings
        Edit -> IPv4 Settings, VPN

DSL
        Add -> DSL, Wired, PPP Settings, IPv4 Settings
        Edit -> Wired, IPv4 Settings, DSL, PPP Settings

I am assuming that the order the tabs are in on the 'add' order is the
correct order as that one makes the most logical sense. (like having VPN
show up first when editing a VPN connection.)
