This is by design. https://wiki.ubuntu.com/SyncMenu#Presence says "The
sync menu should not be present by default; it should be present only
when any service is currently registered to be in it."
I suspect the problem psivaa's seeing here is that U1 isn't registering
for the Sync Menu until he manually launches U1.
