it appears that if I wait a minute or so between destroying a LXC and creating the next one it seems to be okay ... so I'm guessing it takes longer for a portion of the networking to be shut down and if you try and start a new one it gets into a lock contention.
# juju destroy-service test # sleep 60s # juju deploy --repository=examples local:precise/test seems to be enough to keep things working.
