This is fixed in Q: the availability of "Restart" is only dependent on
"suppress-restart-menuitem".
"suppress-logout-restart-shutdown" is confusingly named, but it is used
/only/ to determine whether or not a confirmation prompt is required for
the logout/restart/shutdown commands.
