I too have had this problem since upgrading (not fresh installing) 12.10. Under my wireless connection, when I uncheck "available to all users", for each of several users, I am able to shutdown cleanly.
Of course, upon reboot the "available", "not connected" and then "connected" messages are a bit anoying.
